I think she's saying "Under foot", not "on all fours".

I'm sure Tori sings "Well you have the whole nation on the force" on the end of the song. No "on all fours" (what does fours mean anyway) nor "under foot". And be honest "Well you have the whole nation on the force" makes more sense when you're talking about that asshole.

Well Steven, you're wrong! These words are right––have you bothered to look at her lyrics in the new CD?! They match these for YO GEORGE. "ON ALL FOURS" refers to getting fucked...you know, like Bush has fucked the nation and world over.
